Specifically the one with megan fox but i mean compare it to something like mens health etc.

Whether it is inappropriate depends on the context.
Is it an appropriate magazine for a middle school library? No. It is appropriate for a 20 year old guy? Yeah, if that's what he wants to "read".
Men's Health is probably a better magazine in terms of reading material. They probably research their sources better and have more relevant articles. But I think it is geared toward more serious guys or guys in their 30's.
Maxim's target audience is younger guys. They have more risque photos and articles on how to drink all night without getting sick.
It's all in what you are looking for. What may be appropriate for one person may not be appropriate for others.
