Because the hands frame the name of the watchmaker.
If the time said 12:00 (or 6:00, or 6:30, or 12:30), it would cut through name of the watchmaker.
The only options are 10:10, 9:15, or 8:20.
Because the hour hand moves for every minute that passes, the watchmakers chose 10:10, to minimize the movement of the hour hand (which would through off the symmetry).
