No it isn't foreign. It is a magazine derived from the channel: 354 on Sky Digital.
Take a look at the channel, it's for rock music.

I like it because it keeps me up to date with all my favourite bands. It is also often very funny, and I find it is a great way to discover new bands as well. And of course they have some awesome posters. xx
