I have seen some websites with partials scans of various issues of Charmed Magazine, and others with scans of one or two issues, but does anyone know if and where I can download the whole lot from?

Many people are selling issues of Charmed Magazine on eBay. If there is a specific issue you want, you should check there. Any of the sites that have partial scanned issues and stories have violated copyright rules and I would not recommend them for that fact.
