Unfortunately, it's not as easy as providing a few easy steps. There are a lot of good books on publication design, and you may want to track down a few.
The first thing you'll need is to buy the appropriate design programs. Most magazines today use a program called Adobe InDesign. It can be fairly expensive, though. Most illustrations/photos are done in Photoshop. You'll need those programs to begin.
