What is the best magazine for writers?

I am an up-and-coming writer. And I'm looking for magazines that it's worth submitting poetry or short stories, too. And I'm also looking for magazines that give tips, ideas, etc. to writers. Thanks.

Some good magazines for up-and-coming writers are Writer's Digest, Poets & Writers, The Writer, and Writer's Journal. All of these give writing tips as well as lists of publications looking for submissions. You might also want to purchase a copy of "Best of the Magazine Markets for Writers 2006" by Marni McNiff (the 2007 edition has not been released yet).

If you want to submit short stories and poetry for publication, you can also check online for colleges and universities that publish literary reviews. Almost all of these have open submissions (they'll accept submissions for review from anyone) and most of them pay at least a small sum if they choose to print your work.
