Depends on what type of magazine...
If you're in school / college, you can start one as an extra-curricular. Contact your student association (if you have one) or English department, and you may even get funding.
If you're talking about something a bit more professional, then you'll need some experience working for another magazine AND expertise in the particular field the magazine covers. Not to mention some serious start-up capital. A lot of new magazines fail because they overestimate circulation and / or advertising revenue. Here are my top tips:
1. Do a lot of research before you commit yourself. Is there a market for your magazine? How could you distribute it? Can you realistically attract and keep advertisers? How much money will you need?
2. Use smart marketing. If your magazine caters to a niche market (for example, trade magazines or hobbies) then join forces with relevant websites / organisations to automatically hook into your readership.
3. Develop relationships with potetial distributors
4. If it's a general readership magazine, try passing a prototype around to friends, & family to gauge their reaction & get some tips for improvement
5. And if you're really serious... get a small business advisor on board to help you write a business plan and do some financial forecasting.
