Hmmm....maybe in the magazine, there can be a sort of series of stories about different situations teens face. Every issue (or every two issues, if you want), there's a new story about things like: divorce, gangs, cigarettes, sex, etc. It'll be an interesting story, but it will have a lesson or moral. Maybe, to get the magazine's readers involved, you can have a contest and let them send in the next story on the current topic.
Hmmm... what else? Of course, horoscopes, quizzes, and fashion pages make a teen magazine better. You might also have a part in the magazine where readers put together clips of outfits and send them in to make it onto the fashion page. It'll make your readers feel like "designers".
You might want to have different sections in the magazine, like a section for: Games, Stories, Quizzes, Advice, Horoscopes, Embarrassing Moments (this is my favorite part of teen magazines), Celebrity Gossip... whatever else you can think of.
