If you have a complaint about the ads in the magazine, you can contact the publisher.
If you have a complaint about the magazine as a whole, the only real thing you can do is contact the advertisers and ask them not to advertise.
There is no overall organization that oversees magazines. Most U.S. publications are members of ABC (Audit Bureau of Circulation) but all they do is insure that magazines are delivered to the people who have subscribed.
