There is a magazine called True Romance. Not sure if its what you want, but you can go look at the website to see if you like the content.
It could be a little adult in some cases, but I don't think it gets pornographic...I could be wrong, I have never flipped through a real copy, I've only read some of the stories on the website.
you could try seventeen and comsogirl magazines
I don't know of a specific publisher of romance, but check out Duotrope Digest, http://www.duotrope.com .
They have submission information on many different genres, including romance!
