I think they are both pretty, but Libby has more character to it...that sounds like a bright and active girl with a positive outlook.
I like Emma better, but it is really very common nowadays. My niece and lots of toddlers I know are named Emma. So I would opt for Libby. The only Libby I've ever known's real name was Elizabeth, Libby was her nickname.
What about emma elizabeth [libby short for lizabeth] and you could call her which ever you wanted that'd be cute libby is unique! emma though is so cute go with your gut
