you enter in the code on seventeen.com that you get in your magazine. Then, I believe they select it from a drawing and they let you know if you win or not.
I have no idea but im starting to doubt that they are real...I always sign in for them and have never won....no one i know has won...so maybe its fixed...but i hope not!
