Question: to get their business, as part of the media kit, or do they only mail out magazine samples. would advertisers like an easy online magazine sample to view? if anyone knows anything about this please let me know.

It depends on the advertisers. Some will like to see a sample ( this called mock up) which you can get to print at a local kinkos at an affordable price.
Some advertisers will be fine with just a media kit that tells them all they need to know about your magazine but it lies on how the ad rep is able to convince the advertisers.
