Maybe the name is wrong but in the movie, he's the guy who tricks Harry Potter so Voldemort could get him. He drinks Polyjuice potion the whole time to keep from changing to his normal. self. Can anyone answer my freakin question? WHY DOES HE WIGGLE HIS FREAKIN TONGUE?

The reason those of us who love HP can't answer your question is because there isn't an answer. Barty Croach (fake Mad Eye Moody) didn't do it in the book, so I can only assume it is some sort of visual sign the actor or director devised to show the character as part of Voldemort's camp--it's a very snake like action; Voldemort looks like a snake and is a parselmouth.
