Or are agents specific in representing one of them only, i.e. certain agents help only actors and some for screenwriters?

Yes, and they often do, even though most agents in Hollywood specialize in who and what they represent. For example, agent Don Buchwald specializes in representing voice talent, i.e., radio personalities, cartoon voices, voiceover talents, etc.
