you probably don't want to hear this, but the Producer has the most important job. without the producer, you don't have the money, the contracts or the negotiations to get the film going.

people like to believe that a writer simply prints out his/her script and the world is saved. or that a director signs on to a film and the film will be great. Yet, you probably know tons of films that were written by great screenwriters or directed by great directors and they simply sucked. Happens all the time. A good producer doesn't guarantee a great film, but it happens more times than not.

Film making is about collaboration. Working with actors, working with a crew that includes lighting, locations, costumes, working with editors, musical scores... lots and lots of people. The producer typically okays who gets hired and keeps tabs on them to make sure that what is being done will be successful. Why else do you think the producer get the Oscar for Best Picture? Producers run the show.

About who writes the who film...
The story writer - known as screen writer - will write the first draft - the initial story. But again, tons of people contribute to the final story you see on the screen. Actors change lines. Directors change scenes. Editors will cut out entire sequences. The shooting script is usually not the same thing as the final film.

Sometimes, other writers are hired to change certain scenes. Other times, directors (many who have a writing background) will change the thing themselves. And in some cases, the director will have the actor do improv and they will stray from the script.
