What is this horror movie?

i watched a horror movie about 2 years ago although it must have been made late 1970s /early 1980s.
the dvd cover had a face half submerged in sand and im not totally sure but the title might have had the word dead in it.
it is based in a seaside town and in the beginning a man sees a girl he likes then some fishermen kill him.
i think the story is about a doctor who is bringing the townsfolk back to life?
