What Movie is this?

My friend was trying to think of a movie (possibly had Kurt Russell in it) the guy gets pissed off in traffic, goes to a store and tries to buy one item from a pack of items, gets angry and thrashes the store. Then puts a dollar down for the one item he rips out of the pack. Things just keep getting worse for the guy. He gets chased by the cops throughout the movie. Possibly a 90's movie? Does it ring a bell?
