What is the blue scope effect called????

in most horror movies made recently (the Ring is a most powerful example) the camera is somehow as if covered with a filter that gives a blue, cold color to the shot, u obviously realized that the ring and the grudge movies were some how "Bluer" than the other movies, what is that technique called?

often times - the bluish tint you see on these film is NOT from putting a blue filter on the lens, but by using the "wrong" film stock in the "wrong" environment.
For example, indoor film stock registers sunlight as blue - so shooting indoor film stock for outdoor scenes will render everything with a bluish tint - like in the Mel Gibson movie "Payback."
Filmmakers rarely put a filter over the lens (unless shooting black and white film) because it hurts your depth of field, can affect your focus and is irreversible. Occasionally, filmmakers prefer put gels over the light/lamps so the lights are colored (see David Lynch movies), but they rarely want to mess with the original negative.
Some filmmakers prefer to mess with the picture colors in post-production - when they're to color-correct the print.
This effect can also be created through set design.
But in most cases, the filmmaker will work with the film stock and lights to achieve the effect they want.
