This may seem naive but after watching Harrison's Flowers, are photographers normally exempt from harm in war?

The film was pretty intense and well acted mostly

No. Photographers are just the same as everybody else. If they're in uniform the law of armed conflict classifies them as combattants. If they're not in uniform, they are just plain civilians unless they are clearly working with one of the combattant forces in which case they are potentially spies. Otherwise, they are potential "collateral damage" candidates of the first order.
