To use any of the Illegal curses, one must MEAN it. and especially wit Cruciatous, one must FEEL like really torturing the other person. When Harry did use the curse, it was an outrage. By very nature, Harry is very soft-hearted person. any one who is as sensitive to others pain, as Harry is...using Cruciatous would never be successful.
Yes, Bellatrix and Sirius are cousins. For that matter all Pure Blood wizards and witches are related to each other one way or the other...since they marry only between other pure bloods, its hard to find any pure blood who isnt related. Even Lucious is related to Sirius, as a brother-in-law. Sirius's cousin, Bellatrix's real sister is married to Lucious. That way Draco is Sirius's nephew.
