I think yes, they are drunk, but also that this scene is meant to show how people search for the supernatural. Marcello is a guy without any sort of center . He hops from party to party and constantly cheats on his girlfriend. Through the movie he's trying to decide between the seemingly blissful domestic life demonstrated by Steiner and the "sweet life" of hooking up with women and partying and meanwhile trying to grasp at a more supernatural power as people so often do when they are searching for answers. The ghost searching is one such incident and another is seen earlier in the film when everyone is running around looking for the image of Madonna. Hope this helps!
