I'm trying to find out the name of a movie that I saw on Turner Classic Films.?

It was 1930ish and the plot is a producer trying to sell a Broadway musical about a love affair between the driver of a horse-drawn street car (who can't stop dancing) and one of his pasangers. One of the songs goes "... and she loved the way he drove the horse". I didn't recognize the main actor, but he was tall and had a big smile. Does anyone know which movie this might be?

I'm telling you, I looked and looked and just couldnt find the movie's name. Sorry.
