The phrase "What we've got here is (a) failure to communicate" is a famous line from the 1967 film Cool Hand Luke.
Cool Hand Luke is a 1967 American film starring Paul Newman and directed by Stuart Rosenberg. that was the first time it was said in a film...dont believe me...look it up.
Cool Hand Luke with Paul Newman.

The quote is attributed to "Captain, Road Prison 36," who was played by Strother Martin.

Here is the quote:

What we've got here is failure to communicate. Some men you just can't reach, so you get what we had here last week which is the way he wants it. Well, he gets it. And I don't like it any more than you men.
The captain isn't the only one who utters the words. Later in the movie, the main character, Luke (Paul Newman), still cocky despite being cornered by prison guards, openly mocks the Captain with the famous line.

About the movie:

"Luke Jackson is a cool, gutsy prisoner in a Southern chain gang, who, while refusing to buckle under to authority, keeps escaping and being recaptured. The prisoners admire Luke because, as Dragline explains it, "You're an original, that's what you are!" Nevertheless, the camp staff actively works to crush Luke until he finally breaks."
