Yes, V was experimented on against his will. He was an inmate at the Larkhill Resettlement Camp where he was subjected to horrific medical experiments. Dr. Delia Surridge conducted the experiments, some of which involved artificially designed hormone experiments. The prisoners injected with the serum died, all but V of course. Though there were no physical changes, V developed incredible reflexes and increased strength. It was from there that V plotted to take revenge on the Norsefire government. If he had not been taken against his will, it would defeat the whole purpose of the movie.
