Once every 10 years for 1 day. This sounds depressing, but if you saw the secret ending then you'll see what happens. They don't say it in the movie, but Will's curse was broken after the first 10 year interval because Elizabeth still loved him.

It is only for a day, but if he used his brain he would put his feet in a barrel of sea water and have himself rolled around that way. He has to stay on the ocean but nothing says the ocean can not come on dry land. Think water bed and water slide.
