No it was an urban legend.
when filming the movie the director wanted real animals in the set to make it look like an authentic woodland. The "hanged midgit" is actually a swan or flamigo that walked in front of a light in the background and casted a shadow on the backdrop behind the set.

no, it was acutally a large bird stretching its wings.
if you search on youtube -"wizard of oz hanging munchkin" you will find a very close up video of the scene and it is very clear that it is a bird.
that hanging munchkin idea scared the
