Answers: Is it supposed to make them sound more evil?

More specifically they are usually (or were for a few decades) Russian or German. This is a residual trend left over from WWI, WWII, and then the cold war (USSR). It is easier to imagine a character as being evil if they are different from ourselves (that's the simple idea anyway) so the filmmakers might want to portray the villian as being different not only in their ideas of right and wrong but also in their cultural background. It is also easier for us to hate somebody if we don't understand them. This idea is also exploited in movies. Have you ever noticed in a weak action movie that the faces of disposable characters (the ones who die in large numbers) are often obscured or hidden. This is to lessen the emotional impact on us, the viewers. If we don't know them then we care less. Terminator is a great example. Good movie, but tons of faceless cops are killed in that movie. Why? So we are scared by the menacing villian (who is not one of us) but can still focus our energy on cheering for the hero to survive.

They need those accents to make themselves look intelligent, smart and powerful.

You can compare the Fantastic 4 - Dr. Doom in the movie and the one in the cartoon who has a German accents. (It just so wrong)

so they seem sophisticated.
