Mean Girls! It's a satire/comedy. There's some kissing and sexual references in there though. Rent it and watch it before you decide to give it to her. But it is definitely a great choice. Not one person I know doesn't like it!

mr bean is very funny, hot fuzz if he hasnt seen that although there is a bit of swearing in it.
music and lyrics is a nice rom com, quite funny in places and there's always happy feet!
Get her the Monk series ... there are five years out, now, and they are HILARIOUS as well as 'good mysteries' ... they're a bit more expensive, but they are good to watch in 'episodes' as well as in 'years' and your sister will become a fan quickly. These are 'intelligent' comedies, not the 'dumb comedies' most movies are, and I prefer 'intelligence' in my comedy.
