I'm pretty sure the movie you're thinking of is "The Puppet Masters", directed by Stuart Orme in 1994, based off of a book by the same name. Here's the IMDB link: http://www.imdb.com/title/tt0111003/ . But this is actually the ONLY version of the movie. You may be thinking of a movie titled "The Brain Eaters" which had many similarities. The author of "The Puppet Masters" sued the director of "The Brain Eaters" for plagiarism. So, not the same, but similar. Just thought I should clarify.
