She didn't know who he was. She thought it was Todd. It wasn't. I agree that that was part of why it was suspenseful. It was the same guy that committed the murder in the beginning of the movie. The whole movie is bringing an Urban Legend to life. The whole movie is based on an Urban Legend where the babysitter gets mysterious phone calls, finds out it is coming from inside the house and the kids are gone! But I guess it isn't Urban Legend anymore because it has actually happened now! Things like that used to scare me when I babysat. Good thing I don't do it anymore! But to answer the question, she didn't know who it was. He was just a killer.

Nobody knows. That was for suspense. You don't know who's stalking you, so you freak out more. There are crazy people in this world. I'm guessing that the myserious guy was a crazy psycho that loves killing. There are cases of murders and attempted murders like that.
