They do say through the movie though the exact year.

it's actually early 60's, 1962 to be exact. segregation is slowly fading and in the movie there's a song "Welcome to the 60's" also if you notice in the begining of the 2007 movie the newspaper thrown on the Turnblads front door step show the date 1962. Hope this helps!
