It's what protects people from unlawful imprisonment. Habeas Corpus (produce the body) can be used to make law enforcement (or whoever is responsible for encarcerating somebody) appear in court and give cause for arresting somebody. It's used for other things too (bail bondsmen, child custody cases, etc) but unlawful imprisonment is what it's directed at in the case of the Pirates movie.

that is the right to being told why ur in prison... like without it, the government can just through you in prison, and not tell you why...

I believe habeas corpus is the right to a trial. This shows that Cutler Beckett was acting as a Tyrant, in his pursuit of the Pirates' extinction. He was executing all that had associated with pirates, and was suspending many of the rights mentioned in the Declaration of Independence and the Constitution of the United States.
