The whole film was a screed about the failings of the American Middle-Class. Sam Mendes followed this with his rants Road to Perdition and Jarhead.

What's with the plastic bag? American life is so unbearably sterile that the sight of about any object can set off a soliloquy on this barren, useless and ultimately silly existence.

i think it means that each antiquity contains its own energy and has the ability to enjoy freedom.

I would guess that it's saying to "look closer" (the theme of the movie) by that its saying that everything is beautiful. whether it's thora birch's boobs or a bag blowing in the wind. sorry for the cliche but im going to quote ferris bueller, or get close "the world is a pretty cool place, if you don't stop and look around once in a while, you might miss it" so stop, look at the beautiful things around us, they are everywhere!

The character who videotaped the bag explains it quite well in the movie. "It danced for me for over a half-hour". I would say he is saying that if we can let go of our pre-conceptions then many other alternate explanations and descriptions of the world around us become available. If you actively look for beauty - you will probably find it.
