Here's my latest guess:
Quest of the Delta Knights (1993)
starring David Warner, Corbin Allred, David Kriegel, Brigid Brannagh, Olivia Hussey, Sarah Douglas

IMDB summary:
This action-comedy takes place on a world where the 15th Century finds Europe still caught in the grip of the Dark Ages. A young boy named Tee is sold into slavery, and bought by the beggar Raydoor, who takes him on as an apprentice. When Raydoor realizes that Tee is the subject of a prophecy, he reveals himself as one of the Delta Knights, a secret order dedicated to helping humanity. Trained by Raydoor, Tee also becomes a Delta Knight and joins forces with a ne'er-do-well painter named Leonardo (from the small town of Vinci), and a tavern girl, Thena. Pursued by Lord Vultare, minion of the wicked Mannerjay, they set out on a quest to find the lost treasures of Archimedes.

But, this isn't a "hekka old movie" really. And, I don't think toys were made for these although it's possible of course. But, I can't find enough details to know whether this is a match to your hints.

There's also a rather poor film titled "Wizards of the Lost Kingdom" (1985) that sort of looks as if it's set in medieval times but isn't consistent about anything really. Still, I do remember that it found an audience back then.

Uh oh! I just read that you added "live action", so "Visionaries" isn't what you're looking for since it's animated. I know a series a bit like "Power Rangers", but it wasn't set in medieval times. So, I'll try to think of any movies I know that might fit what you're asking about.

"Hawk the Slayer" (1980) probably isn't it either because I wouldn't compare them to "Power Rangers", and I think the villain is a male. http://www.imdb.com/title/tt0080846/

So, I shall continue thinking of any such film that I might have seen, but the toy connection throws me.

"Masters of the Universe" (1987), based on the "He-Man" animated series, does have a female villainess, along with a male villain. Where they come from looks rather medieval, but they travel to modern-day Earth in search of a key. http://www.imdb.com/title/tt0093507/

My wrong guess:
Is it "Visionaries: Knights of the Magical Light"? They had shields that were like holographic images of an animal, and each animal could spring to life during a battle. The Wikipedia site has pictures and descriptions of the series and all of the characters:

The old power rangers

Voltron... that show kicked so much @$$

the power rangers movie????
