Ok, you know how Spacey sitting in the cop's office and retelling the story of how all the usual suspects met and ended up on the freight ship where everyone but him died??
Spacey organized all their meetings and had it arranged that they all go to the freight ship....the rest of the guys thought they were pulling off a heist, they thought they were going to rob the ship cause it was supposed to be carrying drugs.
Only the ship had no drugs on board. The real cargo was a man that knew the identity of Keizer Sosay (sp?), and the reason Spacey had all the other guys there is because he needed to get on board and kill him, but the boat was heavily guarded. He basically used all the others.
So Spacey engineered the whole thing to protect his identity, and left no one alive....or so he thought. At the end the cop gets a fax with the identity, he wasn't albe to kill all the witnesses. One guy, heavily burned and in a coma when he was found, woke up in the hospital and was able to give a police sketch artist the decsription.
His identity was found out, but the fax came too late. Thus the twist.

At the end Customs Special Agent Kujan notices, after he releases Spacey, that the whole story Spacey tells him is based on different things that were in the interrogation room. Spacey gets away with murder basically. Agent Kujan figured out the story too late
