Stephen Kings 'IT' was the one that springs to mind.
Tim Curry played the clown.
However, it was'nt banned over here and was actually shown on TV in 2 parts, because it was such a long film.
It's probably a fictional story, but the film might exist. Personally I consider any film with clowns to be a horror film.

Well, not sure. Another possibility, although not sure about the skin/wallpaper thing, is Clownhouse, which was made in 1988. Or maybe S.I.C.K - Sick Insane Clown Killer
