Those scenes suck and or have no relevance to the movie

Film is too long. Scene is not needed to make the story complete.

time restraints, possible controversial scenes, relevance to movie, etc

I like the other answers posted, but I'll also say that having watched many extras in dvd's I've learded that many times an excellent scene will be deleted because it focused on the wrong thing and/ or might've changed the 'direction' of the movie.

If you listen to the director's commentary on deleted scenes, they often quote "pacing" as a main factor for taking out the scene. Leaving the scene in would slow down the movie or steer the focus in a different direction. "Relevance to the story" and "time restraints" would be some other factors.

If the director shot the scenes, he probably wanted them. It usually the/a producer who cuts out scenes and it's usually about money. Sometimes a scene, or some scenes, will give the film an unwanted rating. If ou're aiming for a early teen/preteen audience, then you don't want an "R" rating!
