Not really, he was following orders, he repented in the end, and it was simply a means to an end for him and the Empire at the time.

No. The destruction of Alderaan was executed by order of Grand Moff Tarkin (played by Peter Cushing), not Darth Vader..
On a side note, Vader did not use the Sith "choke" technique on Tarkin, but rather on one of the lower officers (forgot his name). As Vader stated, he found the officer's "lack of faith (in the Force) disturbing.." Tarkin was the one who told Vader to release his hold on the officer.
No because he is not the one who gave the order ... Grand Moff Tarkin was. Could he have stopped him ... maybe but I'm thinking that Palpatine would have taken issue with that decision.
Also, it wasn't Tarkin who Vader "Force-Choked" in the war room ... it was Moff Motti. Tarkin actually was the one who told Vader to release him. It wasn't the smartest of moves since Vader outranked him big time and he could have turned his attention to Tarkin and killed him too if he had wanted to.
Well it was pretty quickly done, but on the other hand it wasn't a military target. It's swings and roundabouts isn't it, and technically it was a long time ago....
