According to "Star Fleet Technical Manual" by Franz Joseph, "NCC" is the acronym for "Naval Construction Contract" and the Constitution Class Heavy Cruiser was given the "1700" series numeration. Enterprise was the second ship in the class.

The USS Enterprise, (NCC-1701) is a fictional starship in the television series Star Trek, which chronicles the vessel's mission "to explore strange new worlds; to seek out new life and new civilizations; to boldly go where no man has gone before" under the command of Captain James T. "was devised by Matt Jefferies, art director of the first Star Trek series. Jefferies, who is a pilot, based NCC on 20th century aircraft registration codes. In such 20th century usage, an "N" first letter refers to an aircraft registered in the USA. A "C" second letter refers to a civil aircraft. Jefferies added a second "C", just because he thought it looked better."[1]
