Yes. Since, in the beliefs of traditional voodoo, zombies remain under the control of their creator, that person could conceivably control the zombie to swim or go under water.
They presumably have no need to breathe, being animated dead bodies. In order to remain under water, they may have to be weighted to overcome their natural buoyancy.
