Should downloading ilegal DVDS be banned?why?!

well even if it's banned...it's still gonna happen, so unless they come up with a way to actually stop it, banning them isn't going to make a difference
it IS banned...its illegal...and they wont become legal..ever.
It's ILLEGAL. How is that different from being banned? Are you actually going to try telling people "Don't break the law."? Or have they heard that often enough already and just ignore it?
