An old movie?!


Question: Hello all,

I remember watching a movie when I was quite young. It involved the main actor as a student in a world where the *government* was trying to make everyone average. The time in the actual movie was around the 1970-1980's. I remember that the main actor was chosen to attend a group that decided the future of the world, all because his intelligence was high.
Here are some more points:
People who had a smaller I.Q. were considered smarter

Tapes of world wars and disasters were kept on tape and hid from all but the intelligent people

The main actor falls in love with the woman that brings him to the *smart* agency

Executions were broadcast on t.v.

Everyone wore *headbands* which limited their intelligence

The main actor kills himself in an interview on live t.v. in the end

The movie ends with kids watching the video of him killing himself, taking of their headbands, and then listening to music.

I would really appreciate it if anyone could tell me the name of the movie. :)
