Photographing Fairies (1997)
starring Toby Stephens, Emily Woof, Ben Kingsley, Frances Barber, Rachel Shelley
IMDB synopsis:
Photographer Charles Castle is numbed with grief following the death of his beautiful bride. He goes off to war, working in the trenches as a photographer. Following the war and still in grief Charles is given some photographs purporting to be of fairies. His search for the truth leads him to Burkinwell, a seemingly peaceful village seething with secrets where he becomes drawn into a web of passion, romance and violence.

This was released at the same time as another film about the fairy sightings:
FairyTale: A True Story (1997)
starring Florence Hoath, Elizabeth Earl, Phoebe Nicholls, Harvey Keitel, Peter O'Toole, Lara Morgan
IMDB synopsis:
Based on factual accounts, this is the story of two young girls who somehow have the ability to take pictures of winged beings, which certainly causes quite a stir throughout England ... Everyone, except the girls who think it's quite normal, is excited about this "photographic proof" that fairies exist. Even the great Sir Arthur Conan Doyle and Harry Houdini pay the girls a visit.

I'm almost certain that it's the first film you are looking for although the second one is excellent, too. I found a reference to hallucinogenics for "Photographing Fairies", which probably refers to the flowers that supposedly allow one to see the little beings.
