it depends on how far the parody goes. If they take the original product and go to the length of making a close copy they usualy go get premission to just be safe and try to cut off a possiable law suite.
As for weird al he dosent have to seek premission under the fair use laws. but he does it more as good will gesture to artists and so his lable can keep a good relation with artists and the other recording companies.
