It all depends on how close the "background actors" are to the actual focus of the scene, and the actors who are speaking their lines . These "atmosphere" actors are not usually given lines; if they are given specific lines in a script, they have to be paid at a higher rate. Most actors are adept at just mouthing jibberish, because there are people who are adept at lipreading. (especially people trained to read lips because of a hearing deficit.)They just mouth words, so the boom microphone or miniature microphones on the main actors do not accidentally pick up their conversations as well.
The wedgy of the guy in front of them...
they repeat the words... "Red Leather....Yellow Leather" So it seems that they are talking.
Depending on a situation they either free talk or talk about a certain subject assigned to them (depending on the scene)
They usually say a word with two or more syllables such as rhubarb unless they are given specifics
I bet they talk about how cool it is to be on the set with Tom Cruise or something. They have to act all cool though, and when he goes by, they aren't allowed to rubberneck.
what would you talk about with a total stranger or someone you just met.....just small talk
They probably talk about the weather. Or maybe gossip about the leading stars!!

No really it is what makes the best background noise for extras that need to be shown talking.
I think they usually say "I'm talking now you talk."
"NO WAY"
"Yup, I swear. You talked now I'm talking."
That's what I'd do.
iN MOST CASES THEY ARE JUST MUMBLING...BELIEVE IT OR NOT THERE IS EITHER AN AD OR A STAGE MANAGER WHO IS REFERRED TO AS THE "MUMBLE DIRECTOR"
That's a good question, I've thought of it myself once or twice. I would assume they just talk about anything, I mean if you actualy pay attention to them, they're usually just saying "oh, yeah , yeah I know oh he did eh, wow, " and smiling and whatnot. I'm sure they're told to talk about anything, maybe they're given a spacific giudline, like 'talk about the trip you just took to mexico' :P somthing like that
