It is supposed to be set in London, Roald Dahl set a lot of his books there, but sure, who knows?

Roald Dahl worked for Cadburys when he was 13 so he drew a lot of experiences from that.
The original 'Willy Wonka and the Chocolate Factory' is a better film though!
