well...there are a lot of movies with warwick davis, like willow (duh!), harry potter, hitchhikers guide to the galaxy....etc.
i must say i love willow. and, i guess you could say that lotr has midgets in it as body doubles.
so, if you count that, then definitely lotr!

i think the only one i've seen with midgets in is charlie and the chocolate factory. That's a pretty good film.

they're vertically challenged, not midgets, to be politically correct, or so they say. but i once watched a porn movie of midgets.... err.... vertically challenged people. and that one was my favorite.

I assume you mean little people [both dwarf and midget]. Fewer and fewer little actors, modern medicine means that this kind of person can be given growth hormones so they no longer have to be little!

Along with the previously mentioned Freaks, Wiz of Oz and Time Bandits, and Willow I submit:

Under the Rainbow A caper film set against the Making of the Wizard of OZ.

The Station Agent - A small film about 3 misfits in a small NJ town.

The Year of Living Dangerously, and Silverado because of Linda Hunt, what a pheonminal actress she is. She was the only performance that made Dune watchable.

And though I've never seen it, a classic is the Terror of Tinytown. A film staring only little people made in 1938
