Saw 4 is telling two tales at the same time. One tale is of the continuation of Jigsaw John's work after his death; the second is of how John got stated on his great work. One of the best tricks in the films is that the first scene in the film is actually the last scene in the story. The events in Saw 4 happen parallel with the events in Saw 3.
The puzzles used in the movie show the steps in thinking like John, while the flashback scenes show how John developed his thinking. John is a man who thought he had his life all planned out and under his control and took for granted that all would be well. After the death of his unborn son and the diagnosis of cancer, John realized his error. His first "victim" was, of course, the man who caused the death of his unborn son.
Rigg's obsession to save everyone was a fault in Jigsaw's eyes, and as such, he tested Rigg, trying to teach him how he should truly save a life. To do this, Rigg took on the role of Jigsaw during his tests, doing such tasks as kidnapping, testing, saving, and eventually judging his victims, ultimately teaching him the value of why he can't and shouldn't try to save all of the people, all of the time.
Though Wikipedia may not be the best reference for many things, there is a complete Saw database archived at Wikipedia including the reasoning behind each of the tests and the characters chosen to endure them.
None of the movies made "sense" to me. To me the Saw series is "senseless" but if you want the overview of what is going on, a crazy person, kidnaps, tricks people, chains them up and makes them injure themselves to escape only to lead them into more danger and kill them or their loved ones and mentally and physically harass them....sick sick sick. I choose not to patronize movies like this because I feel these movies are wrong and should not be made...a waste of money when there are so many important issues facing society and the money could be much better allocated.

Saw is usually about a certain case in each movie, and everyone who is involved in the case or knew about the case and had crucial info but never did anything were put in Saw traps to kinds be punished and see how faw they would go to save their own lives. hope it helped :)

Saw isn't a senseless movie. The first Saw was possibly one of the best horror films ever made. It was genius but then it went downhill from then on.
Basically in Saw 4, Jigsaw is still acting through others even when he is dead. He is using a man, Rigg, to test others just like he did with Amanda except Rigg is doing it to find his friend.
Saw films are great.
Tone is an idiot.
