Hope this helps to settle it, but the tune was written by David Allan Coe. The most popular version was by Fred "August" Campbell and the Spur of the Moment Band.

The versions I've downloaded from Napster and other servers over the years that claim to be from Jimmy Buffet, sound identical to the August Campbell version, leading me to believe that the Buffet version may actually be August's version mistakenly credited to Jimmy and the Coral Reefers.
